He pairs a deep understanding of public works and transport with an educational background in biology and science. With a PhD from Rostov State University and a Master's degree from Dagestan State University, he brings an extensive scientific perspective to his governmental roles. His career history includes key roles in the Ministry of Public Works and Transport and early work as a Researcher at the Science and Technology Research Institute.
